I have said that anything created for the ISE is ISE property and always will be but I am about to contradict myself. Please read the proposal below, I think there is an opportunity for a new service to offer to SL residents but I am not sure that the ISE is the right platform to offer this service from. So I am putting forth a proposal that I think benefits the owners of the ISE, the exhange as a whole, and offers a valuable service to SL.
Currently in Second Life, video isn't used that much and most people still use Youtube. The video users put a link on their land to Youtube videos. This is not the slickest or best solution, a better solution is to bring the video in-world. I have created technology that makes doing that much easier. The Lindens have recently been pushing video with blog posts in recent days. After seeing these blog posts I implemented this feature for the ISE website but now think it would be better for it to be seperate. Click on the below links to see the technology in action.

This technology allows upload of video for sharing in SL or the ability to transfer Youtube videos with one click converting the video to quicktime format for easy viewing in-world. I think this technology could be huge but is limited on this site because it is so far away from the core service offered by the ISE.
The second problem, for this service to be successful it is going to take some serious horsepower and that doesn't come cheap. So the solution that I have come up with is to spin this technology off. A new security will be created to develop a Youtube like video site dedicated to video sharing in SL. An IPO would be done to raise Lindens to get webservers to run the new site. Existing ISE shareholders would get partial ownership of the company, by receiving shares in the new company. Shares would be offered in an IPO to the general public to raise Lindens for a years worth of rental for 2 serious dedicated servers and to buy land. The amount of Lindens needed to be raised would be somewhere around L$2,000,000. If this moves to the next stage, a detailed prospectus will be created.
I will not run this new security I will only offer technical assistance and turn over the technology. So a search for a CEO will be undertaken and shares given to him/her to get the new video site going.
This is only an informal proposal to get feedback. Please think about it and post suggestions/comments in this thread. You get to choose, the members of the exchange. If the thread moves in a direction that looks positive an IPO application will be submitted for approval.

Option 2 is to just create a new website, keep it on this server, and if growth comes raise L$ through either ISE share creation or use earnings to rent new servers if needed.
Option 3 is to spin off a new security with no IPO, use this server and then if necessary raise L$ through a later IPO in the new security or use the new securities earnings.
Option 4 is to leave the feature here and see what happens.

I see some potential here and agree that it is probably the best to split it off the ISE as it has little to do with ISE's current operations. Thus an IPO would be required to raise money for this seperate company in that case.
Only part where I have to put question marks is:

I'm not so sure whether it is a good idea to search a CEO in the first place, nor do I understand why you would need a CEO if you split it as a seperate company, while you'd be managing it yourself if it would remain under the ISE. If it is for community relations: "hiring" someone to do that stuff would seem more straightforward rather than offering the position of CEO.

Thanks Duke, that can be evaluated further and can be refined or figured out. My real goal is to get a unique technology, that is filling a niche, out there to use for all of SL. A good portion of residents isn't going to use it because of distrust of stock exchanges. Also, it will consume lots of resources, meaning money with little upfront payback and I don't want to burden the ISE with that. This is not an off the back money maker, it will suck up all money it makes.
The second thing is to get big servers, which are needed. This is a resource intensive app. Converting video to a format takes CPU, hosting video takes bandwidth, etc.
I think all of the rest can be hashed out if the above two can be met.
Let me also say, this is a unique technology. I have searched and there is nothing quite like it out there. There are a few that will let you convert Youtube to QT online and download it. But there is nothing that I have found that converts it and then hosts it for viewing in SL.
That doesn't mean that this is going to be a success, it could be a huge flop. We'll see. I am about to do a mini-test to gauge potential.

I would support option 1 if we knew who the CEO is going to be, otherwise there are too many unknowns. I think option 2 is acceptable.
Would revenue come just from advertising on the website, or are you planning to charge for uploading/hosting video?

The model would probably be advertising, and then some amount of L$ for a premium account. Those details will have to be worked out and research done to see if and what the market for this would be priced at. I think probably 5 uploaded videos free and L$1,000 a month for a premium account which means unlimited uploads or something similar. Advertising would be Google ads, other third party ads and selling ads directly.

To me option 1 looks like the best. I would buy stock in it.

Looks like I need to develop the technology a little more first before ipo'ing. I don't want it to bomb, especially considering the kind of Lindens that would be needed to make this a reality. I will probably develop the website and the in-world technology first. So it should be a couple of weeks before this IPO's if it does IPO.

Cocky, just to added more depth to it, there could be diffrent tiers to the amount of video hosting. Thats easy enough to understand, but I also think that videos that are hosted with the 5 free should have the company logo attached. Brand awarness and all. This will make going for the next tier up even more attractive. I really like this idea, and once I get my normal computer back I would like to talk to you more about it in game.

Sure Legolas, I can talk in-world over the week-end. I was in-world for several hours today at the ISE branch office working on this actually. I will be in-world working on it more this week-end so I'll be glad to discuss or answer any questions.
I am also starting to add the features on to the website to get a more mature product. This is extremely risky and before I ask anybody to invest, they will get to see more than the proof of concept that is on the site. With that said, this may be a huge bust and I want to keep telling people that. I'll work as hard as I have to build the ISE site but it is risky and will take huge amounts of computing resources that could suck up lots of money.
At this point, the features added will be
1. a counter to know how many times a video been viewed - which is almost working on this site now, SL in-world is giving me a few problems
2. a comments section
3. customizable pages similar to what myspace or facebook has now
4. getting a better audio and video codec that will work in-world and allow streaming - again SL seems to want to give me some problems here
Hopefully I will have the site up and ready within the next 10 days. I may go ahead and put the IPO application in over the weekend for approval. I need to think about it, again because of the risk. Wow, with the constant this may bomb badly I am doing a great job selling this IPO aren't I?

LOL! You sure do!
I will also contact you this weekend. I have a couple questions and ideas.
